Why is the apple cup not in the primetime window on FS1??
It is, kinda. The 8pm FS1 window was moved to 10:30pm to allow for the possibility of a Pac-12 game at 8pm on ABC. ABC and FOX, when showing a Pac-12 game in the evening, are allowed to have their game be the only Pac-12 games on television (with some exceptions).
This also affected the two Pac-12 Network games.
When and how will the start times for the Utah/Colorado and BYU/Cal games be decided?
If there is a Pac-12 game on ABC at 8pm, they'll be at the earlier start times listed above. If there isn't, they'll be at the later times.
That decision will be made by Sunday. Six day hold on those start times.
Whether its the Civil War or USC, won't a PAC12 game be on ABC at 8pm since both are on the west coast?
Not 100% guaranteed. Both could air at 3:30pm ET (no exclusivity there, just in the evening). One could air at 7pm on ESPN2 or ESPNU, but that's not likely.

Florida-FSU could be ABC primetime though
Right. That's kinda what I'm alluding to with the "Not 100% guaranteed" part. Baylor vs. Texas Tech could be primetime too.
